
A 15-year-old student at Garfield Park, a private school for children with emotional or behavioral disorders, was shot twice after he threatened the police with a pair of scissors. The incident happened in front of the school. The boy was first threatening some school employees and also some students, before he ran out on the parking lot where he pointed two scissors at a police officer. He was asked to put his weapon down, and a witness said that she heard how they yelled ”put it down, put it down!” before the sound of two gunshots being fired. She said she went out to see what was going on and there she saw the victim lying on his side clutching his stomach. The officer that shot the boy, William Smith, was not injured. The shooting will be investigated according to the Burlington County Prosecutor's Office. The boy was reported in critical but stable condition at Cooper University Hospital, Camden. Carol Dunn had a similar incident with the police in New Jersey, where her son was shot by an officer outside a church because he refused to let go of the knife he was holding. "I think police should take every necessary step to save lives. This should be included in their training," she said.

I work with mentally challenged people everyday. When they are in their psychotic mode,we are trained to talk calm to them,back off, and allow them time to calm down.

this is a result of poor training and lack of control on the part of the officer, he had several different options here, instead of yelling at the kid, they should have tried to reason with him, then if that fails, he could have maced boy, they all carry mace, the worst scenario would have been, that he tazerd the boy, but shooting him twice in the belly is way over the top. I think quick action is best. However a tazer would have been a better choice, but some police depts dont have funding for unconventional tactics such as this, so they have to resort to their issued fire arm. Also, this was at a school for mentally disabled children. What if he had taken a hostage or had a breakdown and just stabbed a kid? That happened in my town. The idiot took a hostage and started slowly cutting at him and said he was going to kill him.. so a sharp shooter shot him in the temple.

Ignorance is seen by society and education is needed badly for everyone. There are many ways to diffuse a crisis situation at any school with the correct officials. In the schools for the mental and physical disabled individuals a crisis team should be assemble. A crisis team should handle the situation prior to the outside officials are brought into the situation. The crisis team are trained to handle the mental and physical disabled individuals on varies levels, situations and techniques to resolve the situation. This will eliminate the miscommunication, misinterpretation, and misuse of power by anyone who is following protocol. Therefore, a crisis team should be assemble for these schools and be the first responded for all situations at their schools.
For society, a lot of education and training techniques should be given to the appropriate occupational groups and individuals. Several techniques for the non-disabled population will heighten the situation, possible work and no effects will occur. For example, a hearing impaired individual will not be able to hear or be able to have a verbal communication with anyone. How would the situation be handled? This is a very important and reasonable question to ask. For many years, diabetic individuals were incarcerated for intoxicated and charge DUI. The deaf or hearing impaired w/ no verbal communication individuals were missed incarcerated for resisting arrest, disobeying officer’s commands (something like it) and battery. Another example, the hearing impaired individuals were misdiagnosis by physicians and psychiatrists. These examples have shown the need of education and skill training for everyone. These posts, school, and society are in need of education and training of the Disabled Youths and Adults.

Our policemen are brave, and risk their lives every day in the streets to protect lives of decent people and families. I have always found extremely human and kind traits in our officers.We should support them, instead of defending the criminals rights. They also have families and kids that are waiting for them at home; therefore, they should protect themselves also. The boy was 15 years old in physical age but his mental age possible was younger. A younger mental age cannot be reason as he is a 15 year old. This youth could have a mental age of a 6 year old and the choice of reprimand for a six year old would not be the same as a 15 year old.
I am not going to point blame. I am going to say education and training is needed. Each state should provide it and stop making excuses for the lack of funds. I believe the less ignorance we all are than less mistakes we all will make in life.
The schools should have crisis teams assemble to deal with situations and to resolve them prior to outside assistant is called. A crisis team will know how to deal with the individual and be familiar with the disorder. A crisis management team is train in self-defense techniques, hold techniques, take downs, and to prevent increase stress in the situation. Crisis teams objective is to prevent harm by the aggressor to others and most important to him or herself.
Do you realize many disabled youths and adolescents will hurt themselves? Some individuals will bite themselves, some will bang their head against a wall, some will throw themselves into traffic, some will cut themselves, some will do bodily harm and how would you handle them?
Their mental age is a 5 year old and their physical age is 16 years old. You may not chemical induce them by using psychological drugs, you may not take their rights from them and you may not physical, mental or verbal abuse them. How do you resolve them?
Some of the posters say "shoot them, tazor them, throw a net over them, shoot to kill them and etc" to resolve the situation. Guess what? Those answers are incorrect and I hope you never encounter a son or daughter of a senator or a prominent influential figure in society. There will be hell opening up where the child was shot or killed. I would never want to be in those shoes. The youth or adolescent may not have parents or interest party would be asking any detail of the situation at this time. Dam, your lucky day and the next you may not be.

Just imagine if your child or someone in your family is mental or physical disabled and someone took advantage of him or her. The kid is not stupid, he is mental and if officers took sensitivity courses or ethical decision making courses then they would have been able to handle that situation much differently. The officer's attitude or demeanor was probably very rude and evil causing the victim to be confused. That officer needs serious counseling.
A person who is mentally disabled may fight with no inhibitions, and an individual fighting without inhibition can do a lot of damage, even unarmed. People who brought down the planes on 9/11 were armed only with box-cutters, just as non-threatening as scissors.
The way this article was written was very inflammatory, and I think it is preposterous to judge the officer on scene by just reading a one-perspective article which may well not even be presenting certain critical details of the scene.
Before judging the officer, I'd have to know the whole story, and I don't presume to sit in that seat based on what I've read here.
Shoot now ask later, when your trying to make sure you don't get hurt in the process it is the only way. A 15 year old kid wielding scissors weather they are disabled or not has more then enough potential to kill a grown person. I don't blame the cops one bit for protecting themselves. I'm not trying to say that it's cool the officer used a gun instead of tazing the kid, but to the people asking, "Why shoot him twice/Why not in the leg?" it's because that's how officers are trained to use their gun. When you shoot at another human you aim for the largest area/center of mass in order to decrease the probability of a miss. The torso is the largest area you can target on a human, hence why the officers shot him there. That isn't an act of cruelty, that's doing what you were trained to do. Again, I'm not saying that it was 'right', but when an officer draws a gun it SHOULD be because they feel it has become a 'me or him' situation.
The real issue here is whether or not the officer was overreacting/panicking when he shot the kid or if his life was actually in immediate danger. Regardless of age, if a suspect has a weapon and has shown they are mentally imbalanced, armed, and willing to kill [the officer], the officer must place priority on stopping the suspect. In this situation if the officer _didn't_ use his gun and ended up getting killed, the kid could have gone on to kill more people. The officer would then be to blame for all of the resulting collateral damage that could have been prevented had he used the most effective means of stopping the kid (a gun). It's not pretty logic, but it's still sensible.
Note that the child was also shot in the stomach, an area less immediately lethal than the upper chest. That shows the officer at least made an effort to NOT kill the kid despite his decision to use a gun. I think we're dehumanizing this officer immediately upon reading the headline and not based on factual knowledge. None of us were direct witnesses to the shooting so we do not know exactly how events played out. We are in no place judge the officer's decision simply out of bias supplied by the headline. While I don't like the idea of shooting a 15 year old mentally handicapped kid, I won't say the possibility it was justified doesn't exist.
Scissors can kill you. Therefore using deadly force could very likely be a reasonable option.
Also, most agencies do not allow for warning shots. You shoot to stop the threat. If you shoot someone in the leg, they could still stab you.

I have an explosive anger disorder as well as depression and I know that if I was in such a situation, if the police came up to me I would probably lash out and if I was tazed it would just piss me off and it would probably not effect me too much because of the adrenaline rush. Shooting him was the right thing to do, he was threatening students, teachers and the police.

If a mentally disabled child/person of any kind with a weapon, yes scissors can be and are weapons, assaulted me with malice I would take the necessary steps to protect myself, even if that meant shooting the individual. There are no eye witnesses except for a womem that states that she heard the event. Here hearing the event does not mean that the officer just saw the child and shot him. An officer is not going to just shoot someone, especially a child, just for fun.

Excessive force was used when someone with a childlike mentality who had no idea what was happening to the person who takes care of him. I am angry i mean its just a kid. They could of tazered the kid or something not kill him. Mark my words people, the police will end up taking over the world unless we do something about it.
This is fucked. This is why the US is a fucked up place. A KID who is mentally disabled with a pair of SCISSORS is shot by police who are specialized in law enforcement and deal with these situations. The kid may be posing a risk, but did not advance towards the police or about to injure anyone and thus did not leave the police with no choice but to evoke such a drastic action as incapacitate take him by a gunshot wound. This is a blatant abuse of police powers.
And this is exactly why they have tasers, to disarm people in these situations. Police use a taser on an university student asking a question at a politician's meeting and then when a kid is holding scissors he gets shot. What kind of fucked up society is this?

he cant control it, you dumdum. its true, the police are there to protect us..but you know what, that does not give them the right to start taking advantage of that honor or the privilege to hold a gun. they had no right to shoot that child in the stomach, whether he was holding scissors or not. they seriously need training.
for those who have given your views in favour of the police. This fifteen year old child would be even younger in mind, for the years that he is due to his impaired developement. He would have been more scared of the police, than the police being scared of him.

No he shouldn't have shot a kid with scissors. Good god I've served overseas and seen much worse than that and we didn't use deadly force for these kind of situations.
I hate nearly all cops by the way and would rather put up with the crime than to have these racist corrupt pieces of shit in any precinct.
Last summer here in Minnesota an off duty deputy followed a car of young adults who he knew the driver had a record of getting into trouble. Followed him, when he stopped at his home the off duty deputy started an altercation; the young man only had swimming trunks on, he didn't know he was talking to a police officer and when the kid got the best of him...the deputy pulled his gun and shot the kid dead. The Minnesota grand jury said the officer had every right. So there you have it. Many of the writers on this blog seem to have no wisdom or idea about how to handle others especially in this instance, the young man was outside his school, a school that local officers should realize help students with coping skills. These cops, at best, will get a slap on the wrists...I guess we just don't pay them enough to know how to disarm a kid with a pair of scissors or run into the school and find a teacher who could bring the kid down to reality...No,that's way too easy...you'd have to have two brain cells to rub together to solve a complex problem like that...so your next best bet is to just shoot 'em. what a country we live in heh? what a world?

Ok, look, I totally agree that most police officers are not good people. They abuse their power on a daily basis, but sometimes you have to lay off this rant about "TAZER! STUN GUN! WHAT?! PEPPER SPRAY, SHOOT HIM IN THE LEG!" For one, the police are trained to defend themselves first, at all costs. Yea sure, that may sound ridiculous, but wouldnt you? Its not that crazy, the police arent here to die for you, sorry, get over youselves. Secondly those methods are to never be used while someone is wielding a weapon. Period. Always shoot if there is a weapon. If a thug came up to you on the street, would you rather have a bottle of pepper spray, or a gun? I know I prefer to always carry a gun. Another thing, have any of you people saying "Shoot him in the leg! why twice?!" ever even held a gun before? Most of the world's best marksmen couldn't just "shoot him in the leg" when he is running at you, and moving around during a high pressure situation like that. As for the "why did they shoot him twice?" comments, that is there training. When you teach a dog to sit when you say sit, would you expect it to lay down when you say sit? No, humans are animals too. That is exactly what the training is for, don't think, react. Anyone else who has been in the military can tell you that. I love this site for exposing a lot of criminals out there, but sometimes I feel like you all are just reaching for material.. This is a clear case of the officer protecting himself. That kid is lucky he didn't get is teeth blown out the back of his neck...
If I were a judge handling the case I'd put the officers in prison for life. Scisors can't kill you liars. I for one am never calling the police for any reason. They're cruel murders who don't care about anybody. I don't think the police should have any kind of weapon to tell you truth.I think the citizens should perform arrests and police only give evidense.
well its true that perhaps police can usually always do something different then what may happen., but everyone can always bitch about it and complain. Even though they are not the ones out there doing the very difficult job that police have to do. Unless you were there and in that situation and who knows how it really went down, all you hear is what media wants you to hear... And media is only about what sells, not what might have really happened. I know that sometimes ya, some officers, ya just dont know, and ya they prob. crooked. but for the other 85% of officers that are just trying to do their best its damn difficult.
